As detailed in the one-shot film Agent Carter, the MCU version of the Strategic Homeland Intervention, Enforcement and Logistics Division was formed in the 1950s when Howard Stark recruited Peggy Carter and General Chester Phillips to form a new organisation, similar to the SSR, to tackle threats like Hydra.

When it first appeared in Marvel comics during the 60s, SHIELD (what the acronym actually stands for has changed a lot over the years) was presented as a mysterious global organisation who recruited war hero and CIA agent Nick Fury to work for them.

As the years have gone by, SHIELD's comic origins have grown even more complicated. They are now the modern day continuation of the Brotherhood of the Shield, an ancient organisation dedicated to protecting the world and has included members like Leonardo da Vinci, Isaac Newton and Nikola Tesla.

It was also later retconned that Howard Stark and Peggy Carter were both members of SHIELD in the 50s, although neither of them had any role in founding the organisation.

Tony Stark has also been heavily involved with SHIELD and was even made its director after the first Civil War. He didn't last long though before people decided that they wanted a stronger and more stable leader... the Green Goblin.

But anyway, that's enough about British politics.
