9. The Scourge Of The Underworld

The villains depicted in Marvel’s Netflix shows are a lot more grounded than their feature film counterparts. They’re often abused, disenfranchised members of society, led to lives as crime lords or sexual sadists as a result of their traumatic upbringings. That’s exactly where The Scourge of the Underworld fits in.

As an almost Punisher-esque character, the Scourge isn’t exactly your traditional villain, since his MO involves assassinating criminals. He’s previously been employed by the Kingpin to make the streets of New York ‘cleaner’ for the crime boss, and has a body count of almost forty Marvel villains to his name.

The Scourge would make for an interesting adversary/accomplice for any number of street-level heroes. The Punisher has even posed as The Scourge in the past, so we may yet see him show up in Frank Castle’s spin-off series.

Interestingly, the character was conceived as an in-universe housekeeping tool, a way to 'off' villains that were unpopular or too silly to justify keeping 'alive'. At any rate, if the Marvel Cinematic Universe starts to get too crowded, we might see The Scourge of the Underworld show up to make it a little less so...
