8. Turner D. Century

Unfortunately, a dapper sense of style and a great rap name are not qualities that make a great villain.

Clifford Michaels was a man obsessed with the social manners of the 1900's. Taking the name Turner D. Century, he tried to wipe out the population of San Francisco so the he could build a new society instilled with Pre-WW1 values.

As if that didn't already seem like the delusional ramblings of a madman, Turner tried to do this with a "time horn" that would use ultrasonic waves to kill anyone over the age of 65. Since Turner was a professional handlebar moustache enthusiast rather than a scientist, it just knocked people unconscious instead.

Turner also had a flamethrower umbrella and, most wonderfully, a flying tandem bicycle that made him look like some sort of evil Mary Poppins. As what must only have been part of an attempt to get all his crimes pardoned on the grounds of whimsy, the bike also had a mannequin dressed as an Edwardian lady on the back seat.

One of the Scourge assassins had no time for whimsy though and killed Turner along with a large group of other villains. He's been resurrected a few times since but never for very long.
