After seeing a villain get beat by the same hero time and again, you eventually have to ask "why don't they just fight someone else?".
This was exactly the thought that Loki had when he kicked-off the Acts of Vengeance crossover. Bitter at his hand in creating the Avengers, the God of Mischief assembled his own group consisting of Dr. Doom, Magneto, Mandarin, Red Skull, Kingpin and the Wizard. He also freed numerous jailed villains and sent them against heroes they wouldn't normally face, hoping to catch them off-guard.
He sent the Juggernaut after Thor. Juggernaut was one of the toughest opponents the God of Thunder had ever faced, someone who could shrug off blows from Mjolnir and hit back just as hard. To make matters worse, Thor had also been afflicted with a magical illness by Loki which made him much weaker than usual. It was a battle that Thor would have lost if not for the assistance of the teen superhero group the New Warriors.
Meanwhile, Loki's team worked together about as well as you would expect from a group that contained a Nazi and a Holocaust survivor. Loki eventually grew sick of the constant in-fighting and abandoned his teammates.
