Neville was occasionally brave throughout the Harry Potter series, but he was also very cowardly at times as well.
He was always terrified of Professor Snape during his time at Hogwarts, and he was not the best at standing up to bullies such as Malfoy.
On the other hand, Neville did exemplify many of the traits of Hufflepuff. As a member of Dumbledore’s Army, he worked harder than anyone else to improve his magical ability under Harry’s tuition, and he was one of the few to go to the Ministry of Magic in the finale of The Order of the Phoenix.
Said actions indicate how Neville was more hardworking and loyal than he was brave, and as a result, Hufflepuff would seem the more obvious house to put him in.
