Director and writing duo Anthony and Joe Russo proved that by allowing some creative control, the standalone Marvel features can be something special. With Cap's second adventure, they took a certain Cold War tale, The Winter Soldier storyline, and framed their twist on the tale in the vein of those wonderful spy yarns of the seventies. Think Three Days Of The Captain and you're on the right track.

Adding a genre stalwart to the cast in Robert Redford, the film surged forward, balancing out superhero action with some mature storytelling, you can even forgive Marvel's favourite troupe of dropping loads of poop from the sky during the finale.

So where's the problem? The issue is quite simply this: Redford's Alexander Pierce turns out to be a Hydra double agent. Not only did this come out of the blue yonder (Romanoff, it's your job to suss out turncoats what with you being one previously and all) but seeing Redford go from trusty ally to sneering villain just didn't sit well.

After been hastily dispatched by Nick Fury, the film moved into full on sky is falling mode, taking with it some of the magic that had been on show.
