13. Baron Von Strucker (Avengers: Age Of Ultron)

After he had a cameo in Captain America: The Winter Soldier's post-credits scene, it seemed that Hydra higher-up Baron von Strucker (Thomas Kretschmann) was being set up as the secondary antagonist in Age Of Ultron. Depressingly, however, the character was completely wasted in his MCU tenure, appearing during the film's opening action sequence in relatively ineffectual manner, getting caught, and before the core plot has even really kicked off, being killed in his cell by Ultron (James Spader). Strucker may not be one of Marvel's most iconic villains, but his glorified cameo in Age Of Ultron failed to realise his litany of cool abilities, namely his finely-tuned strategic mind, his mastery of disguises, and the awesome gauntlet he wears on his right hand, the Satan Claw. Instead, he's just a generic goon who doesn't prove himself either combat or intellect-wise, acting only as the bridge between The Avengers and the Maximoff twins and having little other reason to even be in the movie. Sure, Age Of Ultron was already wildly over-stuffed with characters, so developing Strucker further would've been challenging, but when Joss Whedon is writing, fans rightly expect better than this.
