4. The UN (Not The Security Council) Write The Accords

While the set up in The Winter Soldier suggests that it will probably be the body who bring in the Accords to help control the Avengers (and other superhero groups), it seems that there's a hint in the cast list that that's not going to be the case. Instead, it will be the real-life UN who take over where Jenny Agutter and co left off when SHIELD fell. Rating: 9/10 Look at the IMDB cast list, and you'll notice there's an awful lot of low level actors playing UN delegates, and the picture begins to form. Why else would there be a random UN summit in the middle of the film? Also, Agutter is conspicuously absent this time round, and you'd probably doubt that anyone trusts the same people who failed to oversee SHIELD to oversee another powerful agency. Fool me once, and all that. So it's a very strong possibility that it's going to be the UN - inspired by Martin Freeman's assessment of the super-team - who bring in the added level of control that sparks the "war".
