The storyline involving Taserface and the mutiny against Yondu is a good story element, as it allows Yondu to have his face-turn into the final third of the film, but it comes at the cost of introducing another villain who just isn't up to much.

Taserface is your paint-by-numbers pirate side-kick with aspirations of greatness and nothing to back it up. Defined by his acts, he's despicable (the Ravager murders are memorable), but he's just too much of a fool to inspire much more than mildly amused apathy.

There is admittedly something to enjoy in the ridiculousness of his name (and his explanation that he chose it to spark fear in all who heard it), but it's the kind of joke that completely cannonballs the character out of relevance.

It also doesn't help that he's pretty terrible at his job: relying on Nebula to take down Yondu and then making the catastrophic error of leaving Baby Groot to walk around his ship unshackled. The guy is an idiot, and while that's sort of the point, he's just not a winning addition to the pot.
