Right at the end of the movie, you get the feeling that Arthur is headed for justice, because though this is a dark, grim world, there's still a semblance of lawful order (it's just not all that effective). Plus, what he did can't exactly be glossed over, given the pageantry of it.

But just as he's heading to the police station after his arrest, his cross-Gotham journey is interrupted by a stolen ambulance smashing into the side of the police car and killing the cops in the front. It's a typically unflinching moment and its brutality still comes as a surprise, but it's a great way to cement Joker as a misplaced symbol of Gotham's defiant rise against the rich.
