Dealing with the obvious first: Steve Rogers is about as far removed from the weedy, sickly Brooklyn kid who couldn't run away from a fight we were first introduced to as is humanly possible to imagine. He's now a superman, mostly invulnerable with regenerating cells, extreme physical attributes and a killer bod.

More fundamentally now, though, he's no longer the government propaganda tool or weapon he used to be. As it stands, he's now an underground rebel leader, having cast off his Captain America persona (probably temporarily) and is actively working against the US government who once sanctioned his missions. He's a rogue wildcard and he's easily at the most interesting point of his arc.

What Caused The Changes?

The super serum obviously managed the change into a superhero, but HYDRA's infiltration of the government set him on the path to his ideological change. That would then be reinforced by the Sokovian Accords and General Ross' attempts to make Bucky pay for his Winter Soldier crimes.

On a more emotional level, realising he was no longer alone thanks to Bucky's survival was also key in changing his mindset and to inspiring his act of rebellion.
