It might be nothing like the comic book apart from the idea of superhero registration and control, but the Russos took those ideas and built something else entirely on them. And what they made is still the best thing that's ever happened in the MCU.

And despite the size and weight of those ideas behind Civil War - of accountability and responsibility - the film boils down to a personal act of vengeance inspired by unthinkable tragedy. And rather than introducing a cartoonish supervillain, Civil War gave us Zemo, who wanted to destroy the Avengers for destroying his life. No world conquering plan, just a simple strike back.

Following that story of vengeance, Civil War also focused more tightly on Bucky's story and the key dynamic between him, Iron Man and Captain America, and it was entirely enthralling. And that's without mentioning the excellent set pieces (particularly the airport scene) and all of the other fan-baiting stuff.
