Though most of Toomes' gang end up being incapacitated in some way - whether killed or captured - Michael Chernus' key figure Phineas Mason (The Tinkerer) remains at large when the credits roll.

Even without Vulture to "lead" him, he is an interesting power player, and he could come back in sequels in a big way, perhaps supporting the main bad guys in each case and keeping the thread about reclaimed Avengers' battle scrap alive throughout the MCU. He could even turn up again in the Damage Control TV show spin-off.

With the hint of Scorpion's return for the sequel, you'd have to assume that Tinkerer will continue to work with villains for money and will be Gargan's means to getting his hands on the alien-tech tail that is mentioned earlier in the film for his plan to take down Spider-Man.
