As long as James Gunn has a job, he's bound to send out a call to his brother Sean, who plays Kraglin in the first two Guardians movies and stands in for Bradley Cooper as Rocket Raccoon on set. That's assuming his Marvel contract (if he has one the same as the "bigger" stars) would allow him to jump ship, anyway.

Gunn has got to be the most conflicted of all of the actors now and he's also probably one of the easiest to drop from Marvel's point of view since Kraglin disappeared from Infinity War without mention. He could even be retrospectively added to the victims' list for Thanos' snap, if it turned out to be best for all parties that he didn't return.

Gunn knows mo-cap work thanks to Guardians, but he's also good as himself so something like King Shark that could combine mo-cap with his more human sensibilities might be the best approach. It'd be a lot better than simply casting a hulking actor who might not necessarily be able to act, because King Shark's best characteristics are his most surprising - like his intellect. That's why someone like Gunn fits best.
