9. Bowser - Super Mario

The big red-headed oaf from the the Super Mario series is yet to get a big break as the hero of his own story. Sure, he appears as a playable character in Nintendo's array of multiplayer and party games, but that seems like a waste of a character who holds so much power in the Mario universe. Bowser commands the entire Koopa race, though doesn't have his own lands as such beyond his own castle. Surely that makes him ripe for a hybrid game that combines strategy elements with those of an action-RPG. Something along the lines of Overlord for the PC, perhaps, where you roam vast open-world hubs, mustering Koopas to your side and ordering them to attack Mushroom villages, while you as Bowser can stomp around breathing fire and causing general carnage. As the game progresses, you'd inevitably run into 'heroes' like Mario, Luigi, Peach and Toad, taking them on in large scale battles where Koopas that you've trained up using an RPG system take on the Mushrooms, with you and one of Nintendo's heroes at the centre of it. Your ultimate goal would be to take over the kingdom and, of course, steal the princess.
