4. Morrowind
A return to Morrowind would be a divisive choice amongst fans of the series.
Many would view a second game in Morrowind as little more than a remake of Elder Scrolls III: Morrowind. People are already sick of Bethesda constantly re-releasing the same games, and though the game would likely be very different from the original, it’s still somewhere we’ve already explored.
However it's proven to have a sufficiently diverse range of locations and cultures, and enough has happened in the lore of the series since ESIII was set that it would be quite a different land. It's also worth bearing in mind that ESIII only explored about half of Morrowind - whilst fans now have expectations for that place, Bethesda can flex their creative muscles to design the rest of the map however they like.
It's a nice idea, and one Bethesda undoubtedly considered at some point, but fans likely wouldn't appreciate the choice of location any more than if the next Fallout was in Washington D.C.
