6. Combat Is A Mess

Combat has never really been a high-point of the Fallout franchise, but the V.A.T.S. system has nevertheless proven to be an ingenious way to compensate for the series' inherent jankiness.

This is another aspect of the game compromised severely by it being always-online: it's not possible to slow things down, reducing V.A.T.S. to being little more than a naff auto-aim feature.

It's especially hilarious watching the hit percentage number waver between 0% and 100% as your opponent darts around the screen.

It's horribly thought out - that is, not really thought out at all - and often it's simply easier to resort to traditional iron sights shooting, which isn't exactly a picnic itself.
