After you make a car yours for the first time, you can steal almost any car from any street and sell it to Los Santos Customs. You can get anything up to ten grand for loitering outside a mod shop, nabbing a car and selling it. However, don't think you can head up to the mansions in the hills and steal a super-powered super car. Drive one of those cars to a LS Customs and you will be turned away, with them saying the car is too "hot" to be modded. The same goes for emergency vehicles, like police cars and ambulances.
