24. Sombra
Despite enjoying a huge marketing push in the run up to her release, Sombra hasn't really gelled with the Overwatch collective.
Being a pretty formidable foe thanks to a high-powered SMG that boasts a huge ammo counter, Sombra has unfortunately suffered from having abilities that players haven't quite figured out how to use effectively.
The character's ability to teleport to a specific location can be a dream when activated in the right situation, but for the most part players end up using it in the same way they'd use Tracer's blink to quickly zap out of danger.
She's still an enjoyable hero to play as, but the problem is that when compared to other DLC characters like Ana, Sombra just doesn't do enough new to justify her inclusion.
