Recruitment is a huge industry. Not all companies want to spend their time seeking out staff for themselves, so they use specialist agencies and/or private companies to do it for them. There are generally two sides to recruiting - there are recruitment consultancies, who have databases full of candidates who signed up with them because they were actively looking for work, and there are executive search companies (headhunters) who start from scratch to actively go out looking for the perfect candidate for any given role. Of course, some companies offer both services too - the methods aren't necessarily exclusive to separate organisations. Both methods work towards the same goal - to find candidates for roles within their clients organisations - they just go about it in different ways. Recruitment consultants will tell you that their method works better, while executive researchers will tell you that their's does.
