9. Ken Hotate

Ron And Tammy Parks And Rec
NBC

In the background of the fictional city of Pawnee, Indiana is the Wamapoke Indian Tribe. The original settlers visited a staggering array of horrors on the Wamapoke, many of which have been inappropriately commemorated as murals throughout City Hall. At least one mural has been covered with a sheet, but not taken down.

The leader of the Wamapoke is Ken Hotate, a smart businessman and superb politician. He never fails to use the underlying guilt Pawnee's residents have towards his people to his advantage. Ken is also a huge supporter of Leslie's because he knows how much respect she has for him and his people and he's a key part of many big moments throughout the series.
