For those unfamiliar with the comics, The Outsiders was a team created by Batman after he became frustrated with the increasing bureaucracy and government interference with the Justice League of America. The new group was heavily comprised of other more unconventional heroes in the DC Universe, such as Black Lightning and Katana, the latter of whom had outright refused membership within the League.

With Arrow now ending at the beginning of 2020, and Team Arrow presumably leaving with it, this would seem like an ideal replacement. Not only would it be fulfilling the more grounded and street-level vigilantism that Arrow was accustomed to, but it could also bring back a couple of Arrow alumni, such as Black Siren and Huntress, who would fit in well with the team's unorthodox heroics.

Moreover, now that we know that Black Lightning will be featured in Crisis On Infinite Earths and that the show exists in some capacity of the Arrowverse, it's not totally out of the question that Black Lightning could get a lot closer. If the event follows its eponymous comic book and forges a more streamlined multiverse, then there's always the chance that Black Lightning become part of Earth One, allowing its heroes, who have actually been in the team in the comics, to join in the fun.

After all, an actual Outsiders comic has already been featured in Black LIghtning's first season.
