Part of what makes bringing a comic-book character to live-action exciting is the wealth of possibilities it can bring. While seeing a character brought to life as accurately to their original presentation as possible is always a pleasure, it's also exciting to see some minor changes that take the role in a direction fans haven't seen before.

Casting Walton Goggins as Harvey Dent would undoubtedly do that, as he'd bring something conventional to the table whilst adding a fresh spin. He's already dipped his toes in the superhero world as Sonny Burch in Ant-Man and the Wasp, so this wouldn't be out of place for him.

Goggins is one of the most energetic performers in the movie business, as his performances always feel like they are bursting out of the screen at you. He's also exceptional at villainous roles, as seen in Justified and Django Unchained. This pairing of villainy and energy would make him perfect for the chaotic role of Two-Face.

In addition to this, the actor is known for his southern drawl. While that isn't something you'd expect from Two-Face, it could bring a whole new level to the character that gives him a spin and makes him a unique presence in the Batman live-action catalogue, as a guest to Gotham City as opposed to a local.
