9. CCH Pounder - Amanda Waller

Waller was a completely different type of foe for the Justice League, one who had the backing and resources of the US government and the iron will to use it.

Waller's role in the DCAU as head of the Cadmus Project was to counter the Justice League in the event they went rogue, and as a result she interacted with almost every main character at some point, holding her own as a supremely confident and deadly rival. Pounder brought an edge to her Waller, at one point even going toe to toe with Batman in a war of words and ideologies that included a veiled threat to expose his secret identity.

Her interest in Batman, however, allowed Pounder to add range to her portrayal. In the JLU episode Epilogue, an elderly Waller had a wonderful conversation with Bruce's successor, Terry McGinnis. Pounder showed Waller's human and compassionate side, displaying admiration and respect for Batman, conveying stories about his exploits to Terry, and reassuring Terry that he inherited Bruce's best qualities.
