In order to play Nebula the best she could, Karen Gillan famously shaved off her long, red locks. This was done so she could have a believable bald head, and while other actors might have been fine with a bald cap, that wasn't the way she decided to play the character.
Because of this, Nebula can be hard to cosplay, as most people aren't ready and willing to shave their heads. Even if they don't, making it work with a bald cap is difficult, but some cosplayers have managed to do it with the most talented one being Karin Olava.
Olava doesn't have an issue with hair, as she describes herself as being "bald and bada**." Her lack of hair is probably one of her biggest assets since it lets her put on any wig she wants, or keep one off to play whatever character she wants.
