18. GIVE UP: Beetle
Aside from Hela and Nebula, the MCU lacks a compelling female villain. The Beetle, either Leila Davis or Janice Lincoln, can give the MCU a blank slate to paint a great new villain on.
Janice Lincoln is the daughter of Spider-Man villain Tombstone, and while a familial connection would work, Lelia Davis' story could be much more compelling.
Her husband, a low-level supervillain named the Ringer, dies in battle and Davis seeks revenge as the villain Hardshell. Eventually, she takes over the mantle of the Beetle when she joins the Thunderbolts.
Whether from the Snap, the invasion of New York, or any other Avengers battle, Lelia Davis would have plenty to be mad about if any of these events caused the death of her husband. Who better than to console her in her time of need than Norman Osborn and his idea for a special new team.
