Whereas Arcade could easily be tweaked just a bit to make him workable for the MCU, it would be a much more daunting task to make Vermin suitable for all audiences.

This psychotic, fuzzy piece of work is best known for the role he played in Kraven's Last Hunt, but he's been around before and since then, and being about as creepy as he was there the whole time. His whole deal is disturbingly simple: he likes to eat people. He is a giant human/rat hybrid who is about as nutty as a squirrel's turds after spending all of last night eating ALL of the payday bars, and he likes to express that instability by dragging people into the sewers and eating them.

As you can imagine, this would be rather hard to adapt to the mostly family friendly MCU, seeing as how the whole cannibal thing is kind of a big thing with Vermin. Add onto that the fact that he's just not big enough a threat to warrant a film about him, and you get a villain who is probably going to stay in the comics.
