Doctor Doom is one of the coolest villains in the whole of Marvel. The abortive attempts to start a Fantastic 4 franchise have consistently failed to do justice to a man who is not only a brilliant villainous mind, a man clad in a nuclear-powered suit of invulnerable armour, and an accomplished practitioner of the mystic arts, but a world leader. Doom is the monarch of an entire country, the isolated European nation of Latveria.

Doom makes for the perfect foe for the Avengers as he hooks into the themes of international law and responsibility that played such a major part of Civil War. Doom is a head of state - he has diplomatic immunity and taking him down involves violating the sovereignty of Latveria. He's not just a criminal who can be beaten up and thrown in jail. Facing Doom means negotiating the corridors of power as well as delivering robot rocket punches.
