Raw Is XXX brought together multiple stars of the past with today's main roster, including several of Foley's Attitude Era contemporaries. The former WWE Champion was conspicuous by his absence though, and noted in a Facebook post why he felt as though he had to decline the invitation;

He said;

"[I] Politely declined due to the hectic nature of my schedule...If I had not taken the past couple days off and instead traveled to Philadelphia for the show, I would be on the road for 32 consecutive days. I have been working on a new project — which has been great fun, but also requires a lot of travel — and I just really needed a couple days off to relax and see my wife and children."

Foley worked full time for WWE between 1996 and 2000, and continued in a regular part-time capacity as both wrestler and authority figure all the way up to his last match at the 2012 Royal Rumble. His last on-screen appearance for the company was in May 2019 when he unveiled the now-defunct 24/7 Championship.
