15. Agent 13
Sadly for Sharon Carter, otherwise known as Agent 13, she's relatively weak compared to the rest of the characters involved in Captain America: Civil War. Not that she's worthless, of course: despite her limited screen time in Captain America: The Winter Soldier, she proved herself to be brave, intelligent and highly competent with a handgun. She has also pretty awesome reflexes, given that she manages to kick a chair with a man sat in it out of the way just as Brock Lumlow attempts to kill him. Smooth. Truth is, though, audiences haven't really spent all that much time with Agent 13 yet and her true potential remains unexplored. Considering the pantheon of super-powered beings who make up the rest of this list, though, it seems wise to rank her in last place.
