14. Black Panther
During the events of Captain America: Civil War, Black Panther probably won't in his Black Panther guise for much of the movie. That's to say, he'll be seen as his non-superhero alter-ego, T'Challa, ruler of African nation Wakanda, until the events witnessed in the movie inspire him to take up a superhero mantel (or, at least, that's what will assumedly occur). In terms of his overall "world" rankings, then, T'Challa is arguably the most powerful character on this list; he's the head of an entire country, which nobody else can lay claim to. But given that this list is more about physical power rankings, this character is likely to be relatively superpowerless for the sum of the movie - not a force of physicality quite yet. Marvel Studios' Kevin Feige confirmed this theory when he said that Civil War would see T'Challa in the "beginning phases of taking on" his Black Panther identity.
