Back in the 1990s, Marvel and DC decided to work with one another to see what their characters would be like if their most popular properties were merged. The result was an imprint of both companies called Amalgam Comics, and for the Marvel Multiverse, it became Earth-9602.
In the case of the Hulk, the merging involved Bruce Banner and Solomon Grundy, so Hulk became Skulk.
Just as it happened in the Marvel Universe, Dr. Bruce Banner was experimenting with radiation, but when it all went horribly wrong, he didn't transform into a green rage monster, he became fused wit the elemental entity known as Solomon Grundy.
He could revert to his Dr. Banner form, but only through the use of magic, and with the help of Dr. Strangefate (an amalgam of Dr. Strange and Dr. Fate). He agreed to work for the good Doctor in turn for keeping him from becoming a grey-skinned monster.
Unlike the normal Hulk of Earth-616, Banner can transform himself into Skulk at will. He can't go back the other way without some mystical assistance, so it's not all it's cracked up to be. He also has the same powers as the Hulk, and Solomon Grundy combined, so he's more powerful than your run-of-the-mill Marvel Hulk.
