10. Stilt-Man
Imagine Giant-Man or Goliath, but only their legs grew. If that sounds dumb, it's because, well, it is. Yet somehow, Stilt-Man not only still exists but has three copy-cats throughout the years, including (for some reason) a female iteration who called herself Lady Stilt-Man.
The original Stilt-Man was a man by the name of Wilbur Day. He stole plans for a hydraulic ram and created a battle suit that powered a pair of extremely long, telescopic metal legs.
Why he thought long legs would help him on his robberies is a complete mystery, but the suit worked great, so he stuck at it.
Unfortunately, he picked the wrong neighbourhood and ends up having a long, unsuccessful feud with Daredevil. Day was often hired to assist in kidnapping high profile targets, and was beaten every single time by the Man Without Fear.
Even when enhanced with stolen Stark tech, it was still a breeze to take down the wannabe supervillain.
As with most villains we're about to talk about, Stilt-Man's flaw was his lack of follow through on anything. If he could be bothered to think bigger, he could have created something on the scale of Doc Ock's arms, but instead he just wanted to be tall.
