10. Victor Zsasz

Unlike the rest of the assorted cast of supervillains with sickeningly high kill counts, Victor Zsasz has absolutely no special powers, no world-destroying plotlines, and little in the way of training or skills other than "stabs well with knife".

And yet, when you think about it, every time you see Zsasz you're confronted with the insane number of people he has killed - because he literally tallies his own skin every time he kills someone, and he has a huge number of said marks. Though this can vary majorly from artist to artist, Zsasz's initial form - as drawn by his creator Norm Breyfogle - has the absolute most, marking Victor's max kill count at tens of thousands.

And even if the less mark-adorned adaptations are to be believed, it's shocking that the villain has even a couple of thousand, given that many superpowered villains have killed far less. This is exactly what works so well to make the character feel so incredibly creepy though, as you know he isn't focused on anything but adding more bodies to his fleshy tally count.
