While Jaime Reyes is a relatively inexperienced teen who always holds back the Scarab's true power, if he were to let loose, few DC heroes would be able to compete with him. The Scarab has fought Dr. Fate evenly, and was sought after for its power by Arion, a Lord of Order who once fought a sentient universe, and won.

The Scarab has implied that it at least believes it can kill The Spectre, which most readers understandably take with a grain of salt, but it can certainly compete with him since it can match Dr. Fate in combat.

Jaime is constantly telling the Scarab not to use nuclear weapons, and to otherwise limit its damage output, but if he had to fight Superman, I imagine he wouldn't be so hesitant to give in to the Scarab's more ruthless instincts.
