Considering what Jason Todd goes through before his triumphant return it's safe to say that it's nothing short of a miracle for him to be anywhere near DC Comics, let alone on this list.

The second ever Robin became one of the most detested characters to ever appear in comics but thanks to the Under the Red Hood storyline he's now considered rehabilitated in the eyes of fans.

In this book, he not only goes toe to toe with Batman but he also throws down with the Secret Society of Supervillains, a group that is hired by Black Mask and consists of Deathstroke, Captain Nazi, Hyena, and Count Vertigo. He also administers a beating to the Joker that is one of the most severe to ever grace the page, mirroring the one he himself received in Death in the Family.

As the Red Hood, he walks a fine line between hero and villain and will quite happily step over it if it serves his purpose. Even though he is eager to wield his modified M1911 pistols whenever the situation calls for it, he is more than comfortable slapping people around.
