Hate-Monger had a sweet setup for a while: when things went south, he could always transfer his mind into another cloned body. In his last battle, though, the bodies were destroyed, all save one, whose programming was incomplete. The clone then lived for years as Edmund Heidler, with no idea what he really was and no behavior more Hitlery than a middling painting career and a fascination with the swastika. Even so, the decision to leave him alone was a bit of a test for Captain America.
