But a mixture of his undying Napoleon complex, his ability to obtain advanced tech and dangerous birds, and his continually growing collection of henchmen makes him a pretty big deal more often than not. Get Oswald alone, and he possesses all the danger of a newborn duckling who has just imprinted on you and thinks you're its mother.

But this is a man with control over a whole lot of geese. And nobody wants to face down a goose unless they have to.
