Has this guy ever had a solid backstory? He's been a crimelord, a paranoid genius, and a member of the Suicide Squad - and yet he's never, ever been a major threat.

It's not like anybody wants more supervillains capable of destroying the world or murdering thousands. But you still have to feel almost bad for somebody who clearly wanted to reach those ranks, and yet is just a bit of a dud.

But hey, he's mostly Green Arrow's problem nowadays.
