The Plan: Karl Stromberg has been stealing nuclear submarines, and plans to use their weapons to incite global nuclear war. Why does he do this? Because he wants to create a new civilization, of course! One with him at the head, based beneath the sea! A new Atlantis! The Idiocy: This one has it pretty much right there in the description. The man was essentially saying, "I'll make my own society! Underwater! With blackjack! And hookers!" The fact that Bond didn't laugh his ass off after learning of the plot is a testament to his professionalism. Also, I'm reasonably sure that radiation reaches underwater.
