9. Jackie Earle Haley

Jackie Earle Haley is a phenomenally intense actor, which is why he has often been paired up with villainous roles. Viewers are entirely used to him playing antagonistic parts, and even when he is taking on more heroic characters, they are still full of malice and cynicism - his role in Watchmen being a great example. Because of this, he is an easy choice for the role of Jonathan Crane.

This self-proclaimed "Master of Fear" - Scarecrow, not Haley - requires an actor who can flicker between completely stoic/in-control and utterly erratic. These states are both completely in Haley's comfort zone, as the actor is known for his ability to change between subtle and over-the-top.

His version of Scarecrow would be nuanced, and likely, a lot more confrontational than others, thanks to his aggressive and intense acting style.

The only downside to his casting would be the fact that he is on the shorter side. While this would ordinarily not be an issue, it would be a little noticeable with Scarecrow, as a shorter version of the character might not be as intimidating. However, Haley's gift for villainy and horror would quickly force you to forget such a trivial issue.
