4. Magneto

Terrorist, leader of the Brotherhood of Evil Mutants, enemy of the X-Men, leader of the X-Men; Magneto has been called many things, but has never really had a chance to be in the spotlight.

In the comics and over the course of Fox's X-Men films (in which Magneto was portrayed by both Ian McKellen as well as Michael Fassbender) the character has cemented himself as one of the best elements in the X-Men franchise, and with all of his aforementioned roles across the years, there are plenty interesting areas to be explored on-screen.

And with Marvel planning on introducing the mutant populace to the MCU in the next few years, and a new cast being extremely likely, giving Magneto a film sooner rather than later just makes sense, and would help audiences get used to the newest incarnation of the character.
