One of best scenes in the whole franchise is the first time ED 209 malfunctions. Its the first time we see the new owners of old Detroit, OCP. This sets the tone and legacy for OCP executives throughout the franchise with just one scene. ED 209 malfunctions and guns done an innocent volunteer, but its the sheer embarrassment of failure that really shocks these people. The excessive force displayed by ED 209 does not faze them one bit. The robots high calibre machine practically rips through the poor victim and yet no-one cares - as far as everyone in the room is concerned its just tough luck it malfunctioned in front of the old man. This is a classic scene which solidifies the tone of the film, its dark, bloody, violent and funny. A PG-13 Robocop could never have used violence as a plot device the way Paul Verhoeven does here.
