His ploy was to united the United States and the U.S.S.R. by turning them against a common enemy, Dr. Manhattan (Billy Crudup), who he intends to frame for a series of energy reactor explosions across major worldwide cities.

As a stunned Rorschach (Jackie Earle Haley) and Nite Owl II (Patrick Wilson) listen to Veidt's exposition, they move to stop him, only for Veidt to drop the megaton revelation that he triggered the explosions 35 minutes prior.
