We will see Jesse Eisenberg portray the character in Dawn of Justice, and Lex is certainly one of DCs most recognisable characters. Hes notable as Supermans arch nemesis, but he has plagued the Justice League on more than one occasion. This bald businessman and genius is almost certainly going to be a mainstay in the DC Cinematic Universe; he cant be rolled out for just one film, and he has the potential to be dangerous enough to warrant the formation of the Justice League for the first time. Some might say that he is not powerful enough of a villain to threaten the Justice League; this is a fair comment seeing as the Justice League has The Flash, Green Lantern and Superman. However, in the comics Lex Luthor builds himself an exoskeleton suit which grants him incredible strength, and he has the capacity to lace his technology with kryptonite in order to confront the Man of Steel. His vast resources and his genius level of intellect mean he is a suitable character, and he is easily the most recognisable foe for mainstream audiences.
