Alongside Scorpion, this one is another lock (mostly because he and Scorpion appeared in the same scene, which basically SCREAMED that the Sinister Six was coming).

Adrian Toomes was the first real villain Spider-Man faced in the MCU. Sure, he fought Team Cap in Civil War, but approximately zero of them wanted to kill - or even seriously hurt - him.

But Vulture? Vulture wanted him dead, and he made every effort to make that desire a reality. Vulture pulled no punches, and his connection to Peter's personal life made him all the more terrifying - he was a villain whose grasp Peter couldn't escape, even out of the mask.

Of course, Vulture survived the events of Homecoming, met up with Scorpion in prison, and most recently, he appeared in the trailer for Morbius. Now, barring some sort of "multiverse doppelgänger" mumbo-jumbo, this pretty much confirms that the movies exist in the same universe (even if Marvel is trying to distance itself). The fact that Sony plans on keeping Vulture around - even going so far as to blatantly tease his involvement in Morbius - means that there's plenty more for him to do, and they plan to deliver.
