Some might consider the idea of distracting from the current crop of characters with hints at what we could have won a bad one, BUT, the longevity of the Suicide Squad requires replacements. In Amanda Waller's eyes, the bad guys are expendable, so she inherently needs a reason to believe that her agenda can continue even if her cannon fodder becomes just that.

Plus, it's not just a matter of making sure there's a ready-made stock of villains for future versions of the Squad (more of which soon), but it's also about painting a vivid image of Batman Rogue's gallery being a sort of shared community. That's never been explored in a satisfying way on the big screen (it actually was in the 1960s TV show, funnily enough), and for this sort of ensemble to have legs and the potential for spin-offs, it's a must.

We know we almost got King Shark, so that's a possibility for a sequel (considering the inflated budget that usually comes with sequels and the fact that it was only cost that kept him out). And the confirmation that there is a mid-credits scene that hints at future DC films seems to imply good things.
