13. National Treasure 3
After 2007's National Treasure: Book of Secrets grossed an impressive $457.4 million worldwide, it seemed like a third film in the Nicolas Cage-starring adventure film franchise would be along by the early 2010s at the latest.
More than a decade later, though, National Treasure 3 still hasn't come to fruition, with numerous passes at the script being made, but none apparently satisfying Disney.
Cage, for his part, is still enthusiastic about returning, but considering how far his box office stature has fallen in the last decade, it's easy to see this one languishing in development hell forever more while never actually being formally cancelled.
Each year that passes, the prospect seems less and less likely, especially with the rest of the cast possibly losing interest.
