10. The Grandmaster
Former ruler of Sakaar, lover of games and Eternal, The Grandmaster is introduced as one of the villains in Thor: Ragnarok - a supreme and charismatic leader who delights in running the Contest of Champions and having warriors and slaves kill each other for the delight of his people.
Where Is He?
By the end of Ragnarok, The Grandmaster has been toppled from his position at Sakaar's top table and while it appears that he might be facing a very angry revolt (and possibly his final moments), we don't actually see his death. Crucially, too, he's a master manipulator who seemingly weaselled his way to power through suggestion alone - facing down an angry mob probably isn't all that daunting for him.
So chances are, he's still on Sakaar.
Threat Level
Despite not particularly showing off any fundamental powers in Thor: Ragnarok, The Grandmaster is an Eternal and the very fact that he can inspire fear in Loki suggests he's a big deal. Also, he managed to rule over Sakaar for generations without having to use much more than his powers of mind-reading and suggestion.
