Adrian Toomes is a villain of necessity, driven to crime as a means to feed his family in the wake of his salvage business being destroyed by the government and Tony Stark. He isn't a megalomaniac and has no designs on taking over the world: for him, it's just about doing business in an economic downturn.

The biggest threat he represents is one of knowledge: the fact that he knows that Peter Parker is under the mask is dangerous as there's no telling what other villains might do to find that information out.
